Only the owner of the vehicle can sell it (his full name is given on the registration card in part C.1). If the vehicle is leased, you cannot sell it because it is the lender, owner of the vehicle, who is the only one who can do it. If there are purple heart car donation  several co-holders (part C.4 on the registration card), the signature of all the persons mentioned on the registration card must be signed.
